Saint Lucia Embarks on Digital Overhaul of Land Registry Services

In a significant stride toward modernizing its land administration, the Government of Saint Lucia has initiated the development of an electronic Land Registry System. This transformative project, led by the Department of Public Service in collaboration with the Department of Physical Development, is part of the broader Caribbean Digital Transformation Project (CARDTP). The primary objective is to enhance the efficiency, transparency, and accessibility of land-related services across the nation.

Access to land plays a pivotal role in national development, influencing sectors such as housing, business investments, and overall economic growth. Recognizing this, a stakeholder consultation was convened on February 7, 2025, to deliberate on the consultancy services essential for the system’s development and implementation. Sheralyn Monrose-Gustave, Project Manager for CARDTP, emphasized that the e-Land Registry aligns with the project’s goals of expanding digital services and technological access for government entities, businesses, and the general populace.

Registrar of Lands, Savita Chandler, highlighted the anticipated benefits of the e-Land Registry, noting that it will enable remote access to land registry services, thereby boosting productivity and operational efficiency within the Department of Physical Development. Chandler stated, “The Land Registry is central to almost every property transaction, whether it’s obtaining electricity, water, or securing a mortgage. The ability to digitally access land records will significantly streamline processes and enhance service delivery.”

The consultation also featured insights from RMSI Private Limited, the lead consultancy firm from India, and their local sub-consultant, Datashore. Dr. Senthil Rajendran, Project Team Leader at RMSI, expressed enthusiasm about developing a reliable and robust e-Land Registry System for Saint Lucia, underscoring its potential impact on various sectors. He remarked, “When we talk about land, we are directly discussing economic development. The land registry interacts with multiple government departments, from taxation and urban planning to investment facilitation. A well-structured e-Land Registry will not only improve administrative efficiency but also boost investor confidence and economic resilience.” This initiative reflects the government’s commitment to leveraging digital innovation to enhance public services and drive sustainable economic development.
